Duties

The Senior Contract Analyst reports to the Contracts Manager and is responsible for the effective maintenance of contract data files and the integrity of contract pricing. The role includes coordinating and preforming analyses of product usage and pricing to optimize Group Purchasing Organization (“GPO”), GPO Enhanced, State, and Local Contracts with an emphasis on identifying cost-saving and expense reduction. The individual in this position will ensure the adherence to best practices in contract management, analysis, and reporting, ensuring all contracts and databases remain accurate and current. Responsible for verifying contract compliance with Arkansas State Procurement Law, DFA Policies, relevant Board of Trustees and U of A Systemwide Policies, and Procedures and UAMS Administrative Guide Policies and Procedures, as applicable. Furthermore, this role assists with financial analysis, contract negotiations, and the execution of purchase agreements/contracts for the procurement of goods, services, and equipment for clinical and non-clinical areas, while proactively identifying opportunities for cost savings, cost avoidance, standardization and enhanced utilization.

Qualifications

Minimum: Bachelor’s degree in supply chain management, business administration, or related field plus 6 years of experience in healthcare supply chain contracting, procurement or relevant work experience or associate’s degree plus 8 years of experience in healthcare supply chain contracting, procurement or relevant work experience or high school diploma plus 10 years of experience in healthcare supply chain contracting, procurement or relevant work experience. Preferred: Clinical experience preferred. (Surgical Technologist, RN, LPN).

Experience

in healthcare contracts management or financial analytics/auditing. CPSM (Certified Professional in Supply Management) or CPCM (Certified Professional Contracts Manager). Advanced skills in Microsoft Office Suite. Strong Excel, Access and PowerPoint skills preferred. Additional Information:

Responsibilities

• Manages a portfolio of contracts ensuring that all documentation is current, complete, accurate and maintained in the appropriate databases. • Manages the entire lifecycle of contracts from initiation to renewal, and or termination. • Serve as the Subject Matter Expert (SME) for contract interpretation, often resolving complex issues with minimal guidance. • Ensure all contracts and related documents are fully compliant with Arkansas State Procurement Law, UAMS policies, and guidelines. • Leads audits and provides advanced reports on contract performance, compliance, and opportunities for process improvements. • Research equipment, products and services as required, to maximize the Group Purchasing Organization (GPO) and local contracts to align with the organizational and state requirements. • Manages advanced reports and benchmarking analysis to align GPO pricing. • Lead initiatives to enhance supplier performance and ensure contract terms are met. • Regularly engage with key suppliers to negotiate pricings, improve services, and ensure contract adherence. • Drive improvements by implementing corrective actions and performance improvement plans. Maintains centralized roster of preferred suppliers for UAMS departments and locations. • Lead and strategize for future cost-saving, standardization, and procurement improvement opportunities. • Provide high-level strategic recommendations to leadership on long-term procurement goals and contracting strategies. • Maintains abreast of all industry trends, market conditions, technological innovation and ethical standards to maintain UAMS’ competitive edge in contracting. • Coordinate and lead training and educational events for other staff on compliance and contract management best practices. • Serve as the internal expert on all state procurement, accounting regulations, and the University of Arkansas System’s procedures and regulations. • Performs other duties as assigned Salary Information: Commensurate with education and experience Required Documents to Apply: List of three Professional References (name, email, business title), Resume Optional Documents: Special Instructions to Applicants: Recruitment Contact Information: Please contact askrecruitment@uams.edu for any recruiting related questions.
