Manager, Compliance & Payroll, Ballabgarh
Job description
1) Statutory & Legal Compliance (Factory) You will be responsible for owning end-to-end labour law compliance for the plant, including applicability, registers, returns, notices, displays, records, and inspections. You will be responsible for ensuring timely submission of statutory returns and filings under applicable laws such as EPF, ESI, Bonus, Gratuity, Professional Tax (if applicable), CLRA, Factory-related compliances, welfare fund, etc. You will be responsible for coordinating and leading inspections/visits from labour authorities and ensuring proper documentation and timely closure of observations. You will be responsible for tracking changes in labour laws, rules, and notifications, and driving implementation through updated SOPs, communication, and training. You will be responsible for conducting periodic internal compliance audits and closing identified gaps through corrective and preventive actions (CAPA). You will be responsible for maintaining compliance MIS and dashboards, while proactively highlighting risks to HR and Plant leadership. 2) Licenses, Registrations & Renewals (100% Ownership) You will be responsible for maintaining a master calendar for all licenses, renewals, amendments, and periodic submissions. You will be responsible for ensuring timely application, follow-up, and closure of all factory-related approvals and licenses, including contractor-related licenses and registrations where applicable. You will be responsible for owning documentation related to contractor onboarding and renewals from a compliance perspective, including statutory validity checks, licenses, and return linkages. You will be responsible for maintaining a centralized repository (physical and digital) for all licenses, registrations, and official correspondence. 3) Payroll – Blue Collar Workforce (Monthly Critical Deliverable) You will be responsible for ensuring timely and accurate payroll processing for blue-collar employees, including attendance inputs, shift/overtime processing, incentives, allowances, deductions, arrears, recoveries, and advances/loans (if applicable). You will be responsible for partnering with Production, Time Office, and Security teams to ensure attendance integrity and overtime controls. You will be responsible for ensuring payroll compliance with statutory requirements and wage structure guidelines, while supporting audits and reconciliations. You will be responsible for ensuring timely generation of payslips, bank uploads, and salary disbursals, while resolving payroll queries and grievances within defined timelines. You will be responsible for maintaining payroll master data governance, including new joiners, separations, increments, job changes, and wage revisions. You will be responsible for driving payroll SOPs, maker-checker controls, and error-proofing initiatives to reduce leakages and disputes. 4) Factory PF Trust – Governance & Service Delivery You will be responsible for managing end-to-end operations of the Factory PF Trust, including monthly contributions, reconciliations, member ledger accuracy, and settlements, withdrawals, and advances. You will be responsible for ensuring adherence to PF Trust governance requirements, including trust rules, trustee meeting coordination, documentation, and statutory reporting. You will be responsible for owning PF Trust audits, compliance checks, and timely closure of audit observations. You will be responsible for delivering high-quality member services through effective query handling, claim support, and communication of PF-related processes. You will be responsible for maintaining professional relationships with trustees, consultants, auditors, and relevant authorities. 5) Vendor / Partner Management You will be responsible for managing payroll and compliance service providers (if applicable), including SLAs, accuracy, timelines, and compliance deliverables. You will be responsible for ensuring vendors provide all required documentation and adhere to legal and contractual obligations. You will be responsible for validating vendor bills and statutory proofs, while coordinating with Finance for payments as per compliance requirements. 6) Controls, Documentation & Data Integrity You will be responsible for maintaining statutory registers, compliance checklists, and evidence packs to ensure inspection readiness. You will be responsible for ensuring confidentiality and data security of payroll and PF Trust information. You will be responsible for driving continuous improvement initiatives through automation, standardization, and reduction of manual dependency and processing cycle time. Skills & Competencies Strong working knowledge of labour compliances and factory ecosystem. Payroll mastery: attendance/overtime logic, wage calculations, reconciliations, and controls. High attention to detail + strong ownership mindset. Confident handling of inspections and audits; documentation discipline. Analytical skills (Excel/HRMS/payroll systems), MIS, dashboards. Stakeholder management with firmness + collaboration (operations, finance, vendors). Integrity and confidentiality with employee financial data. Qualification & Experience MBA (HR)/MSW/PGDM-HR or equivalent qualification from a recognized institution. Minimum 8 years of relevant experience in handling Factory HR Operations, Labour Law Compliance, Payroll Administration, Statutory Compliance, and PF Trust Management within a manufacturing environment. Proven experience in independently managing labour inspections, statutory audits, contractor compliance, payroll processing for blue-collar workforce, and factory-related licenses and registrations. Experience working in a unionized and/or large manufacturing setup will be preferred.
