Specialist - Utility User Lead

Responsibilities
& Accountabilities A. Utility Ownership – PAT Expansion • Act as site owner for all utilities in the PAT expansion, including: o Electrical power & distribution o Steam & thermal utilities o Water systems (raw, RO, DM) o ETP / STP and environmental utilities • Define and own utility user requirements, capacity needs, redundancy philosophy, and operability expectations. • Ensure utilities comply with GMP, EHS, statutory, and environmental regulations. ________________________________________ B. CAPEX Project Leadership (User Role) • Represent utilities in engineering led CAPEX execution. • Collaborate closely with Engineering Project Managers throughout: o Concept & basic design o Detailed engineering o Installation and construction o Commissioning and validation • Review and approve: o Utility design packages, layouts, PFDs o Equipment specifications and vendor documents • Support preparation and validation of business case assumptions related to utilities (capacity, energy, sustainability). ________________________________________ C. Utility Tie ins, Shutdowns & Risk Management • Plan and coordinate utility tie ins, cutovers, and shutdowns with zero or minimal production impact. • Identify utility related risks, constraints, and interdependencies and ensure mitigation plans are in place. • Actively participate in HAZOP, safety reviews, and commissioning risk assessments. ________________________________________ D. Commissioning, Handover & Operational Readiness • Own utility commissioning and operational readiness. • Ensure completion of: o SOPs, maintenance strategies, spare philosophy o Training plans for operations and maintenance teams o As built drawings and asset data integration • Lead utility handover from project to operations and maintenance. ________________________________________ E. Sustainability & Continuous Improvement • Embed energy efficiency, water optimization, and sustainability targets into utility design and operation. • Support long term reliability, lifecycle cost optimization, and performance monitoring. • Contribute to site master planning and future utility scalability. ________________________________________ 3. Requirements
Technical & Functional Skills • Strong knowledge of industrial utility systems in large manufacturing environments. • Ability to interpret and challenge: o Utility load calculations o Equipment sizing and redundancy concepts o P&IDs, layouts, and technical specifications • Understanding of CAPEX project lifecycle and site engineering interfaces. • Familiarity with maintenance systems (SAP PM or equivalent). Project & Collaboration Skills • Stakeholder management across Engineering, Operations, Maintenance, EHS, Quality. • Ability to orchestrate cross functional user groups. • Structured problem solving and risk based decision making. ________________________________________ 4. Requirements
• 10+ years of industrial experience in utilities, maintenance, or operations. • Hands on exposure to large scale brownfield or greenfield expansion projects. • Proven experience working with engineering consultants, EPCs, and utility vendors. • Strong site level operational background preferred over pure project management profiles. ________________________________________ 5.
